Complete review of the existing system that stifles talents

DAP National Deputy Chairman and MP for Kepong Dr Tan Seng Giaw reiterates that the Central Government review comprehensively the existing system that discourages the nurturing, the attracting and the keeping of talents.


On May 31, 2012, Dr Tan comments on the QS University Rankings: Asia. Out of the 14 Malaysian universities listed, Universiti Malaya, UM, has ranking of 35,compared with 39 in 2011.
In the world, organizations such as QS, Quacquarelli Symonds Ltd, the Times, London, and Shanghai Transport Univerisity have individual standards to assess the rankings of universities. Each one has its usefulness. But, it is not all-embracing. For example, the QS system also shows UKM ranking going down from 53 in 2011 to 58 in 2012; UPM from 57 in 2011 to 76 in 2012.
Hitherto, 14 Malaysian universities are in the list of QS Rankings. Since 2011, USM has refused to take part. As a prime university, we hope its ways of doing things can truly raise its standard.
The Prime Minister Datuk Seri Najib prattles about raising university standard, nurturing, attracting and keeping talents. But, the existing system is not always consistent with YAB Najib's statement. For example, recently, there is a lady doctor who has been trained as a geriatrician for one and a half years in Newcastle, United Kingdom. She needs another one and a half years' training. As her father is ill, she comes back to Malaysia, hoping that she can continue with the geriatric training. However, she faces obstacles: Malaysian universities do not recognize her training. The government health service insists on her working as a medical officer for two years. This does not necessarily mean that she will be given a chance for specialist training.

Actually, in Malaysia, geriatrics as a specialty is just beginning. It cannot be compared with that in Newcastle. If the authorities continue to make life difficult for the lady doctor, she may return to UK to continue the training.
Once again, we urge the Central Government to review comprehensively the current system, finding out the obstacles to promoting talents. These obstacles must be removed.

On April 18, 2012, Kuala Lumpur such as Kepong has flash floods, with River Keroh overflowing. Then, a company was working on the Kepong Sentral Lake. KL City Hall should announce the cause(s) of the flash flood and the preventive measures.

No Violence In Democracy

In democracy, all parties must avoid violence. The Government has a big responsibility. For example, at the 428 Bersih 3.0 rally, there were incidents of violence, and last night, bottles, stones and eggs were thrown in Lembah Pantai.

Radios & Televisions must be fair to ruling & opposition parties

DAP National Deputy Chairman and MP for Kepong Dr Tan Seng Giaw calls on the Government to allow radios and televisions to be fair to ruling and opposition parties. Now, the ruling coalition monopolizes radios and televisions in Malaysia.


On 22.5.2012, Information, Communications and Culture Minister Datuk Seri Dr Rais Yatim said that he intended to propose to the Cabinet giving equal airtime opportunities for all political parties to present their election manifesto.

Normally, Barisan Nasional has exclusive control of radios and televisions, especially during elections. Today, Datuk Seri RaisYatim issues the above-mentioned statement.
We hope the Government truly gives all political parties opportunities to presnt their manifestioes.

Preventive measures against traffic accidents


According to Transport Minister Datuk Seri Kong Cho Ha, last year there were 6,877 deaths due to traffic accidents; 60% were motorcyclists. Owing to medical expenses and damages, the Government lost RM9 billion. Besides all people trying their best, over 30 tolled highway concessionaires with annual revenues of over RM 12 bilion must improve their preventive measures such as clearer warning signs.

Malaysians view education reforms seriously

DAP National Deputy Chairman and MP for Kepong Dr Tan Seng Giaw believes that Malaysians are sensitive to education. They will view very seriously what the Prime Minister Datuk Seri Najib describes as national level education reforms.

On 17.5.2012, Dr Tan follows the statement of YAB Najib who says 'Malaysia is preparing national level education reforms based on a methodology pioneered in the US from cradle to career...so that they are more marketable after gaining the degree. '

Every education minister intends to leave a mark. There were Razak Report, Rahman Talib Report, Aziz Report and Mahathir Report. Now, YAB Tan Sri Muhyiddin prattles about a comprehensive review of the education system. In March, 2012, I asked him what would be the name of the report. He said he did not know. It may be Muhyiddin Report.

The Prime Minister hopes to impress the people with the educational reforms. There are nearly 10,000 primary and secondary schools in Malaysia.Parents can detect strengths such as education is more universal and weaknesses like the low standard of some schools and students.

One disappointment is the teaching of science and mathematics in English (PPSMI). After spending over RM 6 billion, it has been scrapped.We must examine the causes of failure.

Malaysians must be very concerned about the proposed education reforms. Let us look at the comprehensive report cautiously.

The Home Minister should reconsider appointing a new chairman for the Advisory Panel

Home Minister reconsider the leader of Advisory Panel


DAP National Deputy Chairman and MP for Kepong Dr Tan Seng Giaw believes that the Home Minister Datuk Seri Hishamuddin should reconsider the appointment of a new chairman for the Independent Advisory Panel to investigate the violent incidents during the 428 Bersih 3.0 rally in Kuala Lumpur.

On April 28, 2012, many people thronged KL city, demanding the cleaning up of the electoral rolls of over 12 million voters.

The police claimed that Bersih participants started the violent incidents. Bersih people maintained that a few police personnel punched and kicked some participants including journalists and unleashed tear gas and water cannon without provocations.

The authorities have released their videos and pictures. Bersih followers have done likewise.

The Government appoints the Independent Advisory Panel to be headed by the ExInspector-General of the Police, Tun Haniff. Although he defends his integrity, many suspect that he may not be unbiased.

YB Hisham should reconsider the appointment. The panel must be seen to be fair.

Major Policies of Pakatan Rakyat are based on the Federal Constitution

DAP National Deputy Chairman and MP for Kepong Dr Tan Seng Giaw reaffirms that the major policies of Pakatan Rakyat (PR) are based on the Federal Constitution. This is applicable to the Hudud Law. Whatever the ideology of the component parties of PR, there must be freedom of faith and respect of the ideology of DAP, PAS and PKR.

As people are waiting for the 13th General Elections, Hudud issue hogs the media headlines. PAS and DAP have their respective ideologies. But, they have more common causes.

Today, PR leaders once again resolve that major issues such as religion must be based on the Federal Constitution. While having common ground on fields like economy, education, health, human rights, agriculture and human rights, PR component parties respect their respective differences and ideologies.

Deal With Events Like 428 Rally Peacefully & Fairly.

DAP National Deputy Chairman and MP for Kepong Dr Tan Seng Giaw reiterates that in the atmosphere of Wesak all concerned including the Prime Minister should use peaceful, fair and just methods to manage national matters such as the 428 Bersih 3.0 rally.

On 4.5.2012, Dr Tan spoke at the beginning of the procession organized by the Jing Miao Buddhist Association in Kajang. This is an annual event on the eve of Wesak.

For over 20 years, I have been attending this annual event. In the front row here tonight, there are two more who have similar experience, namely the president Mr Fung and the Thai monk.

The Chinese cultural tradition and values embody respect, forgiveness, peace and the feeling of shame for doing something wrong. The Buddhist values include these. Today, the association lists, among many, practice, wisdom and gratitude, hoping that devotees are aware and are willing to make them a way of life.

Buddhism is in the heart. Wesak means peace and justice. In this trying period of our nation, there are many events such as the 428 rally: hundreds of thousands of people gathered in Kuala Lumpur, marching towards the Merdeka Square, demanding the cleaning-up of the electoral rolls.There was violence.In the auspicious occasion of Wesak, we hope that the Government use peaceful and fair methods to deal with the event.
