World ranking: Malaya University no 423!

Ranking of universities is not perfect.  Various agencies assess differently. U S News reports 2014 rankings with Harvard University as number one and Malaya University 423. MU is the only Malaysian university in the top 500. Question?

EPF must review the age of withdrawals

The Employees' Provident Fund must review the rule allowing members reaching 55 years to withdraw their savings. Some members finish their savings within10 years. Malaysia's retirement age is 60 years. Now, about 10% Malaysians are over 60 and within 10 years, this country may become an ageing nation.

Public feelings towards enforcers such as police?

Whenever there is a road block or search, the public suspect the intention of the police. They fumble their pockets. How does the Government deal with it? What do enforcers such as the Police, the Customs and the Anti-Corruption Commission face it? Set up more departments and more committees?

Anti-terrorism laws

Datuk Sri Zahid proposes anti-terrorism to deal with terrorist activities such as recruiting militants to fight in Syria and Iraq.
     The Government must look at the ecisting laws. If they are not enough to deal with the situation, do not abuse the new acts which are made public.

On 15 October. 2014, I repeated in parliament the promise made by the Housing Ministry : rubbish separation, detailed environmental impact assessment ( DEIA ), suitable factory, open tender, and value for money.

A safe and clean park

Bukit Aman, the police headquarters, overlooks the Kuala Lumpur Prime Botanic Garden. The sun rises, the moon crescent hangs in the sky and the lakeside neon flashes various colours. We have fresh air. The authorities spend RM35 million to renovate the park, but we see plastic and icecream wrappers here and there. We are afraid of having morning walk before six because of criminals such as snatch thieves. We want a safe and clean park.

Ebola epidemic: Preparations in Malaysia

We do not know the true number of Ebola patients in West Africa. One figure is 12000 with 60 to 70% death rate. The World Health Organization (WHO) must try to confirm the actual number of cases.
     We try to prevent Ebola in Malaysia. The Health Ministry faces complicated problems at entry points such as the Kuala Lumpur International Airport (KLIA).  It  tries to screen arrivals.
     The Government must review the preparations in hospitals such as Sungai Buloh Hospital.  We have no experience in treating Ebola patients.

2015 Malaysian Budget: We want good doctors

In parliament, I urge the Government to monitor effectively 21 private medical colleges and 10 government ones. In 2013,  private colleges produced 1115 new doctors, 659 women and 456 men. In universities, there are more women than men. We want good doctors.

2015 Malaysian budget: October 14 and 15 speech in parliament

On October 14 and 15, 2014, I spoke in parliament on national symbol, unity, infrastructure projects, militancy ,GST, SME, incinerator for rubbish, quality of doctors and so forth. For example, the Pan Borneo Highway project RM27 billion, MRT2 RM23 bilion and LRT3 RM9 billion must have open tender, value for money and completion in time.

Malaysian English teachers: high quality?

Education Minister Tan Sri Muhyiddin tells parliament that he wants more courses to train the total of 60,000 English teachers. His aim is to make sure that all university graduates are proficient in English. We must monitor effectively the quality of these courses and the ability of the teachers.

2015 budget: Treat all 13 states fairly.

In the speech in parliament, I urge the Prime Minister Datuk Seri Najib to review 1 Malaysia and the reasons for voices calling the people to leave the federation in certain states. We must treat all the 13 states fairly. The national symbol represents 13 states: Unity Is Strength.

Media freedom and fair action

Minister Dato' Sri Ahmad Shabery tells the House of Parliament that there are 19. 5 million Internet users and 15 million Facebook account holders in Malaysia. This year, the authorities have received over 2000 complaints against Facebook and taken 11 cases to court for alleged contempt. We insist on media freedom. All actions must be fair and reasonable.

2015 Malaysian budget:MyBrain15 programme, 60,000 PhDs and their quality?

MyBrain15 aims to produce 60,000 PhD holders by 2023. The total cost is estimated as RM498 million. So far, 34,525 students are taking Master and PhD (doctorate) degrees. The most important is the quality of the degree. For example, the American university, Caltech,  ranks nombor 1 among world universities. The standard of  It's PhDs is high. What is the standard of PhDs from Malaysia?

2015 budget: Projects worth RM117. 95 biilion? Open tender

In 2015, there are nine major projects worth RM117.9 billion to accelerate public and private investment. For example, Mass Rapid Transit 2 ( MRT 2) is estimated to cost RM23 billion, Light Rail Transit 3 (LRT3) RM9 billion and a Sustainable Mobility Fund of RM70 million to develop the electric vehicle manufacturing industry.
     Investment and entrepreneurship are important to make Malaysia to be high income advanced economy. The Government talks about open tender. We insist that these tenders must be truly open to appoint good contractors and to avoid wanton waste.

2015 Budget: is education policy consistent with the objective of an advanced nation?

From the total budget of RM273.9 billion, the sum of RM56 billion (20%) is allocated for education.This is reasonable. But avoid wanton waste and wrong policy. For example, is the system of appointing university vice - chancellors consistent with the objective of becoming an advanced nation by 2020?

2015 Malaysian budget: GST, bureaucracy and better civil servants

The 2915 budget shows measure to implement the GST such as a GST-free list of goods that include fruits, petrol,  using electricity less than 300 units, reduction of individual income tax by 1to3% as well as helping businesses to deal with GST.  We must overcome bureaucracy and change the attitude of civil servants.

2015 Malaysian Budget: SMEs contribute 41% GDP by 2020?

The Measure 13 of the budget aims at increasing the contribution of SMEs to GDP from 33% to 41% by 2020. The allocations include SME Investment Partner Fund RM350 million, Soft Loan Scheme for Automation and Modernisation of SMEs RM80 million, TEKUN additional funds RM500 million, soft loans for SME entrepreneurs from the Chinese Community RM50 million and RM30 for hawkers and petty traders.
     We desperately need high efficiency, earnestness and fairness.

2015 Malaysian budget: when can we get 5G Internet?

Datuk Seri Najib says that we are now moving towards a services - based economy. In the next three years,  a sum of RM2.7 billion will be spent for building 1000 telecommunications towers and laying undersea cables. According to Malaysian Communications and Multimedia Commission, four out of five Malaysians have access to 3G Internet. When can we get 5G?

2015 Malaysian budget:the country needs high efficiency

Just as other leaders, Datuk Seri Najib read his speech by looking at the reflector (to prevent quoting wrong figures), repeating the objective of making Malaysia a high-income advanced economy. The Government will spend RM273.9 billion, RM223. 4 billion being operating expenditure and RM.50.5 billion for development.
     The nation needs high efficiency to overcome wanton waste and other bad practices which harm the country.

MH370 mystery : search with cautious optimism.

As long as the MH370 wreckage is not found, relatives of the victims are at a loss. Authorities from  Malaysia, China, Australian and others have mapped a new priority region in southern Indian Ocean. Search vessels such as GO Phoenix and Fugro Discovery are ready for the new phase of scouring the ocean bed. They are cautiously optimistic.

The law must be seen to be fair

We need effective laws to protect the country. But the 1948 Sedition Act has often been abused. The Prime Minister Datuk Seri Najib says repeatedly that he would like to annul the act, to be replaced by the Harmony Act. The act must be fair and seen to be fair.

DEIA for the proposed Tmn Beringin incinerator project?

The Urban Tranquility, Housing and Local Government Ministry has said in the House of Parliament that there is a need for Detailed Environmental Impact Assessment ( DEIA ) for the proposed Taman Beringin,  Kepong, incinerator project. A solid waste incinerator requires DEIA. The ministry must explain to the people how this is implemented. Residents want to know the possible effects of the 1-billion-ringgit incinerator on the environment.

Jinjang SME Association proposes: Staggered implementation of GST for 2 to 3 years

Small Enterprises and Small Businesses Association, Jinjang, requests the following: the Government staggers the implementation of GST over two to three years, reduces electricity rate, lowers personal and company taxes, manages human resources better (? 5 million immigrant workers) and reviews the minimum wage policy (let the market forces decide).

The magic potion in 2015 budget: reduce people's burden?

The Government's magic potion in the 2015 budget must reduce the burden of the people including small and medium enterprises (SMEs) which are facing difficulties such as GST, workers and cost.

Be fair and reasonable to SMEs

645,136 small and medium enterprises (SMEs) in Malaysia: The Government allocates RM150 million to help them to enter the Goods and Services Tax (GST) register. A company with an annual revenue of over RM500, 000 is encouraged to do so. A successful applicant gets an e-voucher of RM1,000 to assist with the GST software.
     The Government must be fair and reasonable to SMEs.
