The writing is a quotation from The Book of Zhuangzi, over 2400 years: to mend one's way, replacing the bad ones with the good ones. For example, the unacceptable ways of managing 1MDB, must be replaced by transparent and accountable methods. We need effective laws to deal with terrorists, but these must not be abused.
