Bird's nest

Agriculture Minister told the House that Malaysia signed a Memorandum of Understanding with China to ensure quality and trust in bird's nest from "20,000" swiftlet 'houses' in this country.
     Has the ministry investigated the reasons for these swiftlets leaving the 'houses' for other area or nation?
