Eduction Vision and training courses

Malaysia needs a good education system. Each successive education minister has tried to leave a blueprint, starting with Razak Report in1956 and the Muhyiddin Blueprint in 2013. The Education Minister Tan Sri Muhyiddin insists that paying the internatinal audit firm Mckenzie RM20 billion for the blueprint is worth it.
Today, the Education Minister Tan Sri Muhyiddin presents his vision at the World Education Forum, London. We hope he does it convincingly, making Malaysian education attain a world class in 15 years, that is by 2028.
While Education Minister 1 shows his vision, Education Minister 11 Dato' Seri Idris talks about training 9000 teachers to improve their English. Are these courses truly effective?
Before 2011, the Education Ministry spent RM8 billion to implement the project, Teaching of Science and Mathematics in English (PPSMI). Teachers attended many courses, but the project has been cancelled. What is the difference between education courses in Malaysia and those in Armenia, Australia, Canada, England, South Korea and United States?
