Malaysia has plenty of rain

Malaysia has dry and rainy seasons with occasional extremes like El Nino. The annual rainfall is compared to the volume of 390 million Olympic size pools. Have we been able to trap 10%? Do the states look after forest reserves and water catchment effectively? Consumers waste water.
