Civil service transformation

The Central Government forms a Special Commission to study the civil service transformation. It announces the four terms of reference today, such as to enhance the effectiveness and efficiency of the delivery system. We follow up the work of the commission. We want to know how it brings about the transformation. In practice, how do the 1.4 million civil servants change for the better?
