How much imrovement in the public service?

Today, YAB Najib says that the Government has fulfilled all promises made in Budget 2012. He must be able to show us the details of the things he has carried out including how clean and efficient the public service is. There is improvement in the issuance of passport. But, the public feel that the constraints in government departments do not change much.
