Rebate for gated community?

The Government maintains that the crime rate in Malaysia had gone down by 26per cent. But, there are many gated communities and guarded neighbourhoods, manned by private security companlies. Some say that the Government should pay rebate for these communities. In parliament, the Housing Minister YB Chor has spoken vaguely about the issue? Would he consider paying rebate?
