Abandoned housing projects and fair distribution of houses

2013 Budget gives 4 tax incentives to contractors to complete 30 abandoned projects. Besides tax incentives, the authorities must overcome factors such as incompetent contractors that contribute to the failure of housing projects. The completed units especially low and medium cost ones must be fairly distributed.
