Assess ETC: who get the benefits?

The Prime Minister Datuk Seri Najib says that he requires 4 years to see through his policies before dissolving parliament. For example, Economic Transformation Programme. Malaysians assess the programme: Open tender? Effective implementation? Who benefits? Leakages?  Real value?
