USM: accelerated programme for excellence (Apex)?

I asked in parliament about Apex. We want a world class university. In 2009, the allocation was RM314.5 million. Today,  five years later, Star newspaper shows in its front page piles of scaffords and wild grass at the site for Apex building. Besides inadequate funding what are the problems?
