What are medical specialists in Malaysia?

Parliament discusses the formation of Medical Qualifying Committee under the Malaysian Medical Council. This is to register specialists in the country. The Academy of Medicine registers over 5,000 specialists. This country is estimate to require 13,000 specialists. Now, it seems that MMC will have one specialists register and the Academy has another one. What is the rationale? What are the criteria of specialists?
