Will Australia take back Lynas' waste?

The die is cast after Lynas from Australia has built the rare earth plant in Kuantan. Then, Parliamentary Select Committee in its report gives green light on safety of the plant. But, it cannot obtain guarantee from Australia to take back Lynas' waste such as the slowly radioactive Thorium.
