What is the actual Malaysian crime rate?

The IGP says that the crime rate in Malaysia has gone down 26 per cent compared with last year. But, the people feel that crime is on the rise. The police must explain the formula for assessing the rate as well as effective measures to combat crimes. Is it a solution to engage private security firm to set up gated community or guarded neighbourhood?
