2015 Budget: is education policy consistent with the objective of an advanced nation?

From the total budget of RM273.9 billion, the sum of RM56 billion (20%) is allocated for education.This is reasonable. But avoid wanton waste and wrong policy. For example, is the system of appointing university vice - chancellors consistent with the objective of becoming an advanced nation by 2020?
