Malaysian English teachers: high quality?

Education Minister Tan Sri Muhyiddin tells parliament that he wants more courses to train the total of 60,000 English teachers. His aim is to make sure that all university graduates are proficient in English. We must monitor effectively the quality of these courses and the ability of the teachers.
